Graduate in Law from the University of Seville, specialising in Private Law. He practises in Civil and Commercial Law, holds the Master's degree in Corporate Legal Advice organised by the CEA, and attends regularly the conferences and courses on insolvency given by the Escuela de Negocios de Andalucía and by the Seville Bar Association.

Graduate in Law from the Complutense University of Madrid, with doctoral studies and a Specialist Course in Telecommunications and Information Technology Law. He began practising in 1991 at the chambers of Fernando Garrido Falla, Professor of Administrative Law and later a Justice of the Constitutional Court, and in 1994 joined López Rodó Abogados, from which he comes. He now practises at Santiago Mediano Abogados in Madrid, one of the firm's associated practices. His work has centred on public law, in particular public procurement — a field in which he has advised public authorities and the successful bidders for public works and services — together with compulsory purchase, administrative penalty law and the rules governing public employees. He has litigated at every level of jurisdiction, as well as before the Constitutional Court and the European Court of Human Rights in Strasbourg, in some instances obtaining judgments that have altered the courts' previous doctrine. He is an arbitrator of the Court of Arbitration of the Madrid Bar Association in administrative law, a lecturer in Administrative Law at the Villanueva University Centre, and co-author of the Manual de Derecho Administrativo (Colex, 1997).
